Abstract: | In this paper the author, a programme specialist in literacy and adult education, examines some of the major objectives of UNESCO's programmes and activities for women, the definition of key concepts such as poverty, literacy, development and basic education, the magnitude of the problem of extreme poverty and illiteracy among women in sub-Saharan Africa, UNESCO's major policies, programmes and activities, as well as results obtained and lessons learned in sub-Saharan Africa. In conclusion, various schools of thought on the relation between illiteracy and poverty, on the one hand, and literacy and development, on the other, are discussed. While the use of literacy programmes for women and girls in many African countries has revived the belief that there exists a causal relationship between literacy and development, the evaluation reports on literacy in many countries, for example the Fogo project in Cape Verde, do not demonstrate a clear and significant improvement in the socioeconomic life of the target group. |
