Abstract:The establishment and administration of prisons in Botswana falls under the 1979 Prisons Act, whose major objectives are 'to provide for the modernization of the Prisons Service and generally for the bringing up to date and rationalization of the law governing prisoners and for matters connected therewith'. The author examines the prison system in Botswana for the period 1979-1984 and discusses the extent to which the above objectives have been realized since the Act came into effect on March 1, 1980. One major problem facing the Botswana Prisons Service is overcrowding. However, this has not dampened the morale of the Department in its efforts to provide the inmates with some realistic reformatory and rehabilitation programmes. Nonetheless, the problem of overcrowding must be seriously tackled. The provisions of the Prisons Act relating to parole and extramural labour, when properly utilized, may go a long way in helping to reduce overcrowding in prisons. Notes, ref.
