Abstract:An examination of the performance of the Nigerian legislature in foreign policymaking during the First and Second Republics reveals that the legislature failed to meet the constitutional responsibility assigned to it. This failure was largely due to the fact that party cleavages seemed to determine the position of the legislators on several issues. Many legislators seemed not to take foreign policy matters seriously and only a few contributed to different foreign policy debates. As a result of this lack of interest on the part of many legislators, the executive appears to have dominated foreign policy issues in Nigeria in the two periods of civilian rule up to 1983.
