Abstract:Analysis of household panel surveys has suggested that for many households poverty is a temporary condition. The challenge for policymakers, though, is to target funds to the long-term poor and to design appropriate programmes which complement the resources of the temporary poor. To do so, one needs to know their characteristics. On the basis of panel survey data for Côte d'Ivoire derived from the Côte d'Ivoire Living Standards Survey conducted annually from 1985 to 1988, the present article investigates the determinants of welfare gains and losses of households over time. A first-difference model was estimated which takes account of initial conditions. For urban areas, it was found that human capital is not only a key explanatory factor for levels of welfare, but also the most important endowment to explain welfare changes over time. In rural areas, physical capital, especially land and farm equipment, mattered most. Household size and composition and socioeconomic characteristics also affected welfare changes.
