Abstract:Even with the current policies that aim to change landownership and tenure practices in South Africa, a new political vision is needed if rural women are to benefit equally, and if sustainable development is to be achieved. As this article shows, women who face domestic abuse from their partners, in particular, have critical obstacles to overcome in obtaining and retaining property. Domestic violence keeps them in conditions of poverty and this has a direct, negative impact on their development opportunities. The home they live in is owned by their husband and since there are no safe houses or shelters, they have little option but to remain in a violent situation. Current government reform falsely assumes that the family and communities are healthy sites from which development can take place. This approach, however, only succeeds in concealing abuse and in silencing victims. Development models that do not take into account the specific socioeconomic needs of women simply serve to exploit women even further. The article is based on a study of violence and access to justice for rural women undertaken among 169 women from 15 communities in the rural southern Cape. Bibliogr.
