Abstract: | When he entered politics in 1929, Jan Hendrik Hofmeyr supported South Africa's policy of total separation or 'constructive segregation' as morally justifiable; yet already he doubted its efficacy. By 1935 his notional views on race relations had liberalized considerably. This article examines the relation between Hofmeyr's liberal creed and his attitude towards Jewish immigration (a crucial issue in the 1930s) and hence towards South African Jews. An examination of his attitudes during the passing of the Immigration Quota and (to a lesser extent) the Aliens Bill of 1937, and the historical circumstances in which such attitudes were shaped suggest that Hofmeyr's empathy with Jews was characterized by the same indecisiveness he showed regarding 'native' policy. He spoke the principle of 'fair play' but sometimes 'voted' inequality and restrictions. Ref. |
