Abstract:This article examines the utilization of community-based organizations to support development initiatives. It argues that while community organizations are effective and efficient in performing 'traditional' functions (mutual support and the organization of local labour, for example), their role in the development process can be limited by three factors: first, the fact that relationships cut across community boundaries makes community-level planning and coordination difficult; second, organizations may not have a strong infrastructure and adequate material resources to support initiatives; third, in some cases, traditional and cultural values may prevent women and other social groups from participating in the process. The article is based on a study of two types of community organization, 'mahabers' (religious associations) and 'debaits' (farm work groups) in Gondar, northern Ethiopia. The research was conducted from September 1996 to August 1997 in Lay Armachiho woreda (district). Bibliogr., notes, ref., sum. in French.
