Abstract: | The 1994 General Agreement on Tariffs and Trade (GATT) and the subsequent World Trade Organization (WTO) treaty will without doubt define the stage for global competition in production and trade in the 21st century. If sub-Saharan African countries are not to be marginalized in the scheme of things, they will of necessity have to respond, if not to the immediate effects of the treaty on trade and competitiveness, at least to its longer-term ramifications. This article reviews the present structure of production and trade in sub-Saharan African countries vis-à-vis the rest of the world and some theoretical considerations relevant to the current state of trade and competitiveness in these countries. It examines some of the implications of the outcome of the Uruguay Round negotiations for the external trade of sub-Saharan African countries as a bloc and identifies some of the major obstacles to their competitiveness. It looks in particular at trade in agricultural products, manufactures and services, the related protection of intellectual property rights, and trade related investment measures.
