Abstract:In 1996 the national government of South Africa decided that safety and security would be one of the six pillars of the National Growth and Development Strategy. This has resulted in the development of specific safety and crime policies, such as the 1996 National Crime Prevention Strategy (NCPS) and the 1998 White Paper on Safety and Security 1999-2004, which has to be read in conjunction with the NCPS; strategy documents for local government, including iGoli 2002, the Strategic Metropolitan Development Framework (SMDF) and Joburg 2030; and the Metropolitan Police Department (MPD) Business Plan for the Development of a Comprehensive and Integrated Strategy to Reduce Crime and Violence in Greater Johannesburg. The author reviews these policies in the Johannesburg context and concludes that the actual incidence of crime is the main focus of the policies. The NCPS, the MPD Business Plan and Joburg 2030 recognize the significance of perceptions of safety and fear of crime, but do not adequately address the complexity of these fears and rely on statistics as a 'rational' measure to address them.
