Abstract: | This is an address given at the fortieth meeting of the Standing Conference on Library Materials on Africa (SCOLMA) in Oxford in June 2002. SCOLMA was founded in the wake of decolonization and independence to assist emerging African universities. It has seen a number of ups and downs in its existence and the author says that his speech is in part a tribute to African universities which have weathered a great deal of very heavy weather over forty years. At the present moment he sees some rays of hopes in signs of the growth of democratization in many African countries and in the help offered by such institutions as the Carnegie Corporation which has brought together twenty-five international donors and librarians to discuss the problems of illiteracy and making the most effective use of information technology and the growth of global knowledge.
