Abstract: | Ghana's 2000 elections saw the peaceful alternation of political power from one democratically elected government to another led by an opposition party. Many explanations have been given for this electoral achievement, but most of them have downplayed the crucial role of domestic election observers. The present paper emphasizes their contribution and argues that the December 2000 elections would certainly not have been easily accepted by the people as free and fair without the contribution of the Coalition of Domestic Election Observers (CODEO). The experience of the CODEO is used as a case study to corroborate the importance of domestic election observation in the democratization process. Bibliogr., notes, sum. [Journal abstract] |
