Abstract: | This paper presents a conceptual discussion on security and peace building at the local level, primarily situated within Ghana's decentralization process. The paper looks at the principles of security through the analysis of some of the threats to security, some of its effects, and the mechanisms for peacebuilding at the local level. Threats to local-level security include the process of chieftaincy succession; conflicts over landownership; the structure of the District Assembly; ethnicity; religion; the weak security infrastructure; environmental and demographic factors; poverty and illiteracy; resettlement; and manipulation of the media. The paper argues that good governance creates the conditions for peaceful coexistence among members of a society. In the Ghanaian context, some of the structures engaged in peacebuilding at the local level are the District Assemblies, the traditional authorities, local security agents, religious leaders and civil society organizations.
