| Abstract: | This collection of essays is dedicated to Shyam B.L. Nigam, Chief of ILO's Jobs and Skills Programme for Africa (JASPA), who retired in December 1984, and it also marks the tenth anniversary of JASPA. It consists of five parts. Part I, on development, employment and basic needs, contains 11 chapters. The issues addressed include alternative strategies for development, the basic needs strategy, youth employment problems, patterns of women's employment, employment promotion through labour-intensive public works programmes, and upgrading employment-market reporting. Part II (chapters 12-16) deals with rural development issues, amongst others in Kenya and Uganda. Part III (chapters 17-22) discusses industrial development, technology and the informal sector. It includes a case study of Ethiopia. Part IV (chapters 23-26) is concerned with human resources development, and part V (chapters 27-31) with distribution and monetary issues. Chapter 28 deals with the taxation of peasants in Sierra Leone; chapter 29 with the economics and politics of devaluation in Tanzania. |
