Abstract:	This paper is based on a major research project, Language of instruction and language use in primary schools in Kenya. It aims to clarify a set of complex and interrelated issues involved in language in education policy, and language in education practice for the situation of multilingual developing countries. The effective feature of using English, Kiswahili and Mother-Tongue in Kenya, that is attitudes and social habits, play an important part in teachers' decisionmaking process about not only when to use English but also how English should be used, taught and evaluated.
