Abstract:This report deals with the floodplains of the large river systems of Africa. To an increasing extent, modern development programmes aim at manipulating water regimes. This taming of the floods causes radical changes in the floodplain ecology, leading to multiple environmental problems, and affecting the very basis of development. In order to solve and prevent these problems, it is necessary to integrate ecological considerations into development politics, planning and design. The report synthesizes experiences and knowledge of environmental effects of water management projects in 7 floodplains in Senegal, Mali, Cameroon (the Logone and the Benoue floodplains), Sudan, Kenya, and Zambia. Based on these case studies, the main report describes the patterns, ecological processes and human exploitation characteristic of African floodplains in general. Next, an analysis is made of the ecological problems related to water management programmes, and a review is given of measures which may prevent or mitigate these problems. Following the lines of three different development strategies, the report concludes with general ecological guidelines and actions to be incorporated into water management planning and design.
