Abstract:Foreword by Kenneth D. Kaunda; introduction by G.G. Chigaga. The Fourth National Development Plan of Zambia is being launched at a time when the economy is beginning to recover. The Plan seeks to bring about structural change in the economy in order to make it self-reliant and self-sustaining in line with the New Economic Recovery Programme theme of 'Growth from own resources'. Vol. I contains an overall review of the performance of the economy during the Third National Development Plan (1980-1984) and post-TNDP period, i.e. including the Interim National Development Plan (1987-1988). It also presents the objectives and strategies of the Plan. Vol. II contains the more general policy issues such as women in development, youth in development, science and technology, parastatal development and the private sector. The machinery for plan implementation is spelt out, and the volume contains the regional development strategy and provincial investment programmes and projects.
