Abstract:Applying the basic-needs strategy to Egypt, this study defines a number of minimum basic needs relevant to the country, and examines to what extent these needs have been met over the period 1970-1982. The main aim of the study is to see how the poor have fared over the 1970s; to evaluate whether their welfare improved or worsened. The costs of private consumption goods are estimated over the period 1970-1982, using detailed information on the costs of food, clothing and shelter for both urban and rural areas. These costs are compared to the changes in income over the period in order to estimate the proportion of the population that is unable to obtain its basic needs. The examination of changes in the welfare of the poorer income groups in relation to the rapid economic changes Egypt has experienced over the 1970s is highly crucial, with important implications for Egypt's development achievements. The results of the study show that, while incomes have increased even at the lower income levels, a significant proportion of the population is still unable to obtain their very basic needs. Planning policies for economic growth and development should explicitly aim at raising the standards of living of these specific income groups.
