Abstract:This report is the result of research by the Dutch Ministry of Development Cooperation Operations Review Unit into the role of women entrepreneurs in small-scale industry in developing countries. This entailed an initial survey of the literature on small-scale industry and small and micro-scale enterprise, supplemented with interviews with experts and followed by field research relating to two projects: the UNDTCD project 'Development of income generating activities for women' in Swaziland, and the Central Bank of Indonesia's credit programme. The first programme is aimed specifically at women entrepreneurs, the second is not. Both projects were analysed in their geographical, political, economic, social and cultural context. Within this context, attention was focused on the position and role of women entrepreneurs, the impact of the project in this area, the options open to women and the restrictions imposed upon them in the light of their working environment. On the basis of this evaluation and of findings and experience acquired in a wider context, a number of general conclusions and recommendations are presented.
