| Abstract: | After outlining the general motives and rationale for establishing public enterprises, the author looks at the performance of public enterprises in Tanzania and at the factors contributing to their general inefficiency and poor financial results. The last section focuses on the two principal sources of failure in public enterprises, referred to as missing factors. These are the country's poor national planning process, and the double management and lack of managerial autonomy resulting from the present State-public enterprise relationship. The author recommends the establishment of an institution which will plan, coordinate and effectively control the activities of public enterprises, while at the same time assuring accountability.
