Abstract: | In spite of the fact that about 70 percent of Nigeria's population lives in rural areas, these areas have remained largely inaccessible. Both government and rural communities have been involved in attempts at managing the rural transportation problem. Both direct and indirect strategies have been employed. Among the conventional approaches, Nigeria seems to have favoured the provision of roads, in certain cases to the exclusion of others. However, enhancing the accessibility of locations does not necessarily guarantee personal accessibility. The negligible level of car ownership in rural Nigeria suggests either a better provision of organized public transport or the encouragement of private operators. Other limitations of Nigeria's approach to rural transportation include the gap between transportation plans and their implementation, and spatial disparities in the provision of transport infrastructure.
