Abstract: | Experience in socialist societies suggests that the housing process has played a prominent role in achieving the objectives of social transformation. Although the ZANU-PF government of Zimbabwe has modified the stance of the party in 1980, and now recognizes that the capitalist system cannot be transformed overnight, it might be expected that every opportunity would be taken to give priority attention to the central issue of public ownership and organization of property. This paper examines the evolving housing system of Harare, the capital of Zimbabwe. It traces salient development trends in the city's housing system, assesses the contribution they have made to the transformation process and draws the implications that arise from the city's experience for the future attainment of the central goals of the State. The conclusion is that, though race has been officially eliminated as a primary reference in the social formation, the housing system of Harare has remained rooted in and is being extended on the basis of private ownership.
