Abstract:The Horn of Africa is like a crucible in which all of Africa's problems of underdevelopment and political ineptitude are concentrated. Within this crucible, no method has been found of imaginatively solving these problems to the satisfaction of the major forces at play. The refugee problem is part and parcel of a wider problem facing all the countries of the Horn, i.e. the crisis of intermittent domestic political conflicts and chronic underdevelopment exacerbated by outside intervention. This paper discusses the crisis in the Horn, paying attention to the history of the conflicts in Ethiopia, Somalia, and Djibouti; the right of nationalities to self-determination; superpower politics and internal conflicts; and the struggle for national liberation and democracy.
