Abstract:The objective of this study is to assess the state of knowledge on population policy development process in the ECA region of Africa; to analyse the real and potential problems encountered by ECA member States in the process; and to suggest ways of ameliorating such problems within the framework of the emerging body of knowledge regarding the 'ideal approach' in population policy development in the region. The data for the study draw largely from the five UN population monitoring reports (1977-1987) and the UN Population Sixth Inquiry (1987). Following an introduction, section II provides a global and regional background to the involvement of the UN in population policy development. Sections III to VI review the policies of ECA member States regarding population growth, fertility, spatial distribution, and immigration/emigration. Section VII examines related aspects of population policy development and section VIII reviews the prospects and research priorities of population policy development in the ECA region during the 1990s.
