Abstract: | This paper presents evidence obtained from a survey carried out in 1988 and 1989 by the Department of Curriculum Studies in the Faculty of Education, University of Zimbabwe, among 1133 heads of secondary schools. Questionnaires were sent to 158 secondary schools (government schools, church schools and rural day schools) which offered at least two technical subjects in 1988. The main concerns of the study were the experience and qualifications of the school heads, their teaching and administrative duties, staff training and purposes of staff meetings, the observation of teachers by school heads, curriculum-oriented activities, the functioning of school libraries, the heads' perceptions of the attitudes of pupils, parents and teachers toward the school curriculum, their perceptions of the functions of secondary schools and of their relationship with the community. The following items were highlighted by the school heads as problems and concerns: staff development, learning facilities, physical facilities and equipment, curriculum, transport and communication.
