Abstract:After a definition of the terms 'resource' and 'planning' and a description of the stages of the process through which decisions affecting resource utilization are made (the stages of perception, transformation and implementation), the author describes the resource planning process and strategy in Tanzania. The chosen strategy of development planning in Tanzania soon after independence was that of collective ownership, the village being the nucleus of all development efforts. Since 1972, annual development planning is done from below. Proposals, initiated at the village level, are submitted to a number of district and regional committees and councils until they, ultimately, are submitted to Parliament. All approved projects are then channelled back to the village committee through the same channel. Hereafter, the author examines the planning and management of land and population resources, water resources, forest resources, wildlife and tourism and other resources such as mining. Finally, he deals with the question of whether resource planning has yielded the desired social and economic development in Tanzania. Notes.
