Abstract: | In explaining the international responses to the Arusha Declaration (1967) of Tanzania, it is useful to distinguish between countries whose internal structure is akin to the principles of the Declaration and those with a contrary internal structure. To what extent a response will affect the Declaration will depend on the aspirations of the country concerned and its capability to realize its interests. The author divides the international responses to the Arusha Declaration into four groups: the socialist camp, the Nordic countries, the underdeveloped socialist countries and the major capitalist countries. He shows that, after 1967, Tanzania's relations with socialist countries improved while relations with capitalist countries deteriorated. The irony of it is that those countries that welcomed the Declaration could not give the necessary material support, while its opponents got an increasing stranglehold on it and finally succeeded in thwarting its efforts.
