Abstract:In January, 1987, it was becoming clear that Liberia was heading for serious economic and financial problems. In order to cope with these, a policy reform agenda was signed in February 1987 by the Liberian and US governments, which called for seventeen foreign operational experts to be placed at the Deputy Minister level in various Liberian financial ministries and agencies. The job description of the Senior Financial Expert for Expenditure Control and Chief of Party serves as an example of the job descriptions each expert had. Each month the Operational Experts (OPEX) team provided both governments with a report of progress or lack thereof in each of their assignments. Each three months a quarterly report was written. The first quarterly report reflected both progress and problems. By the time of the second quarterly report there were more problems to report with less progress. With the issuance of the third quarterly report for 1988 it was clear that the central purposes of the project were not being met and that the Doe government probably had no intention of changing its ways. It was not any particular event which brought an end to the OPEX project, but rather an accumulation of negative experiences. In conclusion, the author examines lessons to be learned from this experience.
