Abstract: | Many problems attend the creation and control of international peacekeeping forces. This article highlights these problems. It addresses questions as to the magnitude of conflict which would give rise to an international peacekeeping operation; legal propriety; seeking the consent of the 'host country'; the mobilization of forces; the selection of a Force Commander; the logistic support rendered to the peacekeeping operation; availability of finance; the kind of measures taken to secure peace; and the subject of command and control. With respect to this last subject, the author discusses the problem of how to integrate forces for purposes of control; difficulties related to the multinational character of the matter; and problems arising from the fact of command and control being intimately linked with discipline. The argument is illustrated with examples from, amongst others, OAU and UNOC (UN Operations in the Congo) operations in Chad and the Congo respectively. Ref. |
