Abstract: | This paper examines African security problems and needs, especially for the period from 1960 onward. Among the major obstacles to Africa's collective security arrangements are ideological division and growing superpower involvement in Africa's internal affairs; the problem of determining which State or group of States is/are potential violators of African territorial integrity (in this respect attention is paid to the role of South Africa); and the domestic problems of African governments. The author stresses the importance of the role that could be played by an African High Command. This regional military command should be used for four purposes: to defend member countries against foreign-inspired intervention; to maintain internal security in member countries; to resolve disputes between members; and to recover and defend the continental integrity of Africa. Other proposed security arrangements include multilateral and bilateral alignments. Ref., sum. |
