Abstract:Western Somaliland, the extensive inland area between the mountain ranges of Ethiopia and the plains of Somalia, has been claimed by both of these States. It is inhabited almost entirely by Somali, who appear to identify to all intents and purposes with the Somali Republic. Ecologically, the area appears to be more integral to Somalia than to Ethiopia. Nevertheless, Ethiopia exercises jurisdiction in parts of the area. Throughout most of this century the area has been the theatre of intermittent warfare, sometimes local, increasingly international. Taking the case of western Somaliland as an example to illustrate the problems involved in the application of the policy of self-determination in Africa, the author discusses the historical background to the problem, the boundary issue, decolonization and the right of self-determination, self-determination and nonself-governing territories, conflicts between international and regional law, and the rights of the western Somali and the obligation on the part of all States to respect the right of self-determination.
