| Abstract: | This paper discusses the revenue allocation issue in Nigeria in relation to the new Constitution. Both constitutional and extra-constitutional provisions dealing with revenue allocation are examined. Attention is paid to the views and recommendations of the Political Bureau and of the Constitutional Review Committee (CRC) with respect to revenue allocation; revenue allocation under the new Constitution (including a comparative analysis of the new and old Constitutions, and examinations of the Revenue Mobilization, Allocation and Fiscal Commission, the status of the Federal Capital Territory (FCT) Abuja, and the functions of local governments); and the new revenue allocation formula recently announced by the President. The author concludes that the new Constitution has made giant strides with respect to revenue allocation compared to the old Constitution, although efforts should be made to rectify some of the deficiencies already identified in the new Constitution.
