| Abstract: | This paper on local government in Nigeria addresses the following questions: how have local governments fared under the new Constitution? Have there been any changes and how far-reaching are these changes? To what extent have the old problems remained and are there any new ones? One major landmark of the 1979 Constitution was that it elevated local government from its statutory position to a constitutional matter. The 1979 Constitution provided that local governments should participate in the economic development of their area and as a result of their new-found importance they were accorded independent financing. However, problems arose with respect to the creation of additional local governments, the transfer of responsibilities to local governments, available resources, personnel, and the size of the 301 local governments. In spite of provisions made by the 1989 Constitution in response to these problems, some problems remain. These include, amongst others, the fact that the recent restructuring of local governments has not gone down well with many communities in Nigeria, and the declining capacity of local governments to generate funds.
