Abstract: | This article provides an account of the drought relief and recovery programme in Botswana since 1981. It describes the achievements of the programme, which is composed of the establishment of a system of food distribution, the expansion of a labour-based relief programme, agricultural relief and recovery measures, and the provision of clean and dependable sources of water. Despite the targeting problem of bringing more drought relief to the poorest households, the programme has been generally successful, amongst others because of Botswana's steady and substantial export income, electoral democracy, a relatively uncorrupt bureaucracy, and minimal foreign influence.
