| Abstract: | This article examines the situation in Zimbabwe where a state of emergency was declared on 5th November, 1965. Despite independence, the state of emergency has remained in force in Zimbabwe, and it was renewed, in January 1986, for the 40th time. This article examines the Emergency Powers Act (1960), which comes into operation once a state of emergency has been declared; the relationship between emergency powers and constitutional rights and controls; the use of emergency powers regulations in practice; and future developments.
