Abstract:This paper examines the extent of the involvement of the inhabitants of Ajowa group of villages in the conception, planning and execution of Ajowa Village regrouping scheme, a scheme purposely conceived to achieve rural development in the then Western Region of Nigeria in 1955. The involvement of the people started right from the initiation of the scheme. The genuineness of the involvement, however, left much to be desired. The authors examine to what extent the people were involved during the various stages of the plan, from the initiation of the scheme, the approval of planning assistance, site selection, plan preparation and the formulation of plan objectives, through the preliminary studies to the adoption of the plan, finance, and the implementation of the scheme. The people were absolutely ignored in the preparation of the plan. Nevertheless, they participated actively in the implementation of the scheme by embarking on self-help projects for the provision of the infrastructure they felt they needed, and this led to enthusiasm on the part of the people toward the scheme. The authors conclude that only by incorporating rural dwellers in the process of planning and implementation can decisions be tailored to specific needs and only then can the latent talents and skills of the rural majority be developed. This will eventually encourage the acceptance of such schemes by the rural people. Bibliogr., sum.
