Abstract:An appraisal of Tanzania's performance in providing basic needs. Background information to the basic needs strategy is followed by a brief review of government policies and programmes related to basic needs and services. A third section sets forth results of a survey carries out between 1978 and 1979 in about 29 villages in the Ruvuma, Mboya and Iringa Regions with respect to Universal Primary Education, adult literacy, water supplies and medical care facilities. It is shown that the country has performed poorly in providing basic needs. This can be traced directly to the general economic crisis the country has experienced probably dating as far back as 1973/74 when there was drought and oil prices increased dramatically.
