| Abstract: | With the adoption of the Economic Recovery Programme (ERP) in 1984, the government of Ghana embarked upon an unprecedented programme of redeployment within the public service and the State-owned enterprises. The ILO's Jobs and Skills Programme for Africa (JASPA) carried out an in-depth study of the programme in February-March 1989. This report of JASPA's employment advisory mission to Ghana first gives an overview of recent developments in Ghana's economy and employment. Then it discusses the redeployment programme, the generation of employment in the rural sector, employment promotion in the urban informal sector, vocational training for productive self-employment, and credit programmes for employment generation in the urban and rural informal sectors. Project proposals which resulted from the mission are also included in the report. |
