Abstract:The key factor that has to be addressed in dealing with prospects for regional cooperation in southern Africa is South Africa's continuing regional dominance. In both the economic and security fields means will have to be found of accommodating, managing, even curbing South Africa's superior strength. Functional cooperation at a number of levels already exists in southern Africa. A regional security organization as a parallel to SADCC or whatever replaces it in the economic field now seems desirable. It is time to discuss options for collective security, military cooperation and defence policies. There are a number of pervasive threats to order (mass economic migration, AIDS) which could generate crises. To ensure the welfare and as far as possible the prosperity of all the people in the region, the following initiatives should be taken: arms control agreements, nonaggression pacts, standing commissions, and a peace-keeping and disaster force.
