Abstract: | Current literature on rural development has tended to give the impression that the integration of the rural population into the State apparatus is the key to effective rural development. This integration is usually sought by the governments of developing countries within the context of rural development programmes initiated and sponsored by the World Bank and its agencies. The objective of the various agricultural and rural development programmes in Nigeria is to reach and capture the peasants who still practise subsistance agriculture. Peasants are now systematically being lured out of their land and subsistance farming into wage earning at commercial farms. This paper examines one such agricultural project, the Gujba Livestock Project Unit in Borno State, intended to integrate the pastoral Fulani through various resettlement schemes. The Gujba Project demonstrates that the activities of the World Bank in the agricultural sector have not helped the cause of the peasants. If anything, they have functioned cumulatively to frustrate, alienate, and finally displace the peasants from their land. Bibliogr. |
