Abstract: | The Industrial Development Decade for Africa (IDDA) was first proclaimed by the OAU Heads of State and Government at their economic summit held at Lagos in April 1980. The author evaluates the outcome of IDDA I and outlines the priorities and perspectives for IDDA II, indicating why IDDA I failed to meet the high expectations and drawing lessons for the programming of IDDA II. Rehabilitation, market orientation, intensification of agro-industrial linkages, provision of infrastructure and the creation of technological and industrial capabilities are areas where new priorities for IDDA II have been set. Regional integration is also considered a very useful instrument to ease conflicts between various objectives pursued for IDDA II at the national level. |
