Abstract: | The convening of the CODESA (Convention for a Democratic South Africa) working groups signalled the beginning of substantive, multiparty negotiations in South Africa. The Convention is divided into five working groups, each with defined terms of reference. They began their work in mid-February 1992 and reported their agreements to a plenary session on 15 and 16 May 1992. The first assignment of Working Group 1 was to explore conditions for the creation of a climate for free political participation. This group had to deal, amongst others, with the release of political prisoners and the return of exiles, the amendment and/or repeal of existing security legislation and issues relating to the free flow of information. The aim of Working Group 2 was to debate and agree upon a set of constitutional principles and to decide on the appropriate method of drafting and adopting a new Constitution. Working Group 3 had to consider how the country is to be governed during the transition between apartheid and democracy. Working Group 4 was assigned the task of examining the future of the TBVC States (Transkei, Bophuthatswana, Venda and Ciskei). Working Group 5 was entrusted with the responsibility of determining time frames for implementation of CODESA decisions, as well as for preparing draft legislation. |
