Abstract: | The power struggle in South Africa revolves around the majority principle of power takeover (ANC) and the minority principle of power sharing (National Party, NP). Since neither plan can succeed, the only option is to work out a compromise: a unitary State, but with a regional devolution of powers; a multiparty democracy based on proportional representation and a bill of rights; and majority rule with protection for minorities. Consensus has already been reached on the principle of an interim government. A new negotiation forum must be established. Codesa has served its purpose and was, in any event, too big and clumsy a body. The success of the negotiation forum will depend, amongst others, on a decrease in violence. There is still conflict about the details of regional government, and about the role of a free market system in economic restructuring. At the end of the article three scenarios for future development are presented. Sum. |
