Abstract:Two addresses, 16 papers presented to and a report of a workshop on smuggling and piracy in Nigerian waters, held in February, 1983. The Navy's proposal for an Integrated Maritime Guard System was generally accepted as an adequate and urgent arrangement for the surveillance of territorial waters. Even though it was conceived mainly as a surveillance system against external aggression, it could also collect information on all activities that have some bearing on national security and economic operations, and it could be adapted to accommodate the surveillance of the backwaters as well as the forewaters.
