Abstract:In exploring future relations between post-settlement South Africa and the southern African region, the following core assumptions seem realistic. First, South Africa's future economic and development policies will impact deeply on the region. Second, regional relations will be accorded a relatively low priority by a future democratic government. Third, democracy and the lifting of isolation will imply (re)admission to regional, continental and international organizations, which in turn will place new demands on the South African foreign service and call for a recast of Africa policy. Finally, the (re)admission of a democratic South Africa to southern Africa may revive old, and generate new, conflicts in the region. Within these core assumptions, this paper first examines the question of what are the nascent policy articulations of the principal South African formations - the ANC, the current government and organized business, the PAC - with respect to the future regional role of South Africa. Next, the paper suggests three principal alternative futures for the southern African region: the resurgence of old politico-economic relationships, regional disintegration and peripheralization, and neo-regionalism. Neo-regionalism carries the seed of hope, but it will not germinate unless the elites and people act and think regionally. Note, ref.
