Abstract: | The Small-Scale Irrigation Development Project (SSIDP) was established in 1977 under an agreement on technical cooperation between the governments of Kenya and The Netherlands. The objective of SSIDP was to assist the Kenyan Ministry of Agriculture in developing irrigation schemes for smallholders. From 1977 to 1990, some 20 million US dollars in donor funds were disbursed through SSIDP. At one time, there were as many as 27 expatriates active in the project. Since 1990, there have been only two expatriates, both of whom are advisers to staff of the Irrigation and Drainage Branch (IDB) of the Ministry of Agriculture. Phase 5 of the project started in September 1991 under the new name 'Smallholder Irrigation and Drainage Project' (SIDP). This phase, which will end by June 1994, aims to restructure IDB into a professional executing agency that will provide services to smallholders. This paper describes the evolution of SSIDP/SIDP from a programme that relied heavily on foreign assistance to one that aims to achieve the financing of irrigation and drainage development by the smallholders themselves.
