Abstract: | Text in Italian. English sum.: The administrative reform of the 1980s in Côte d'Ivoire was based on the partial transfer of competences from the State to the new local urban authorities, the municipalities. But this transfer of power was incomplete, especially with respect to the procedure for the allotment of urban land. This has led to unlawful practices in many small and secondary urban centres, such as Toumodi and Daloa. Politically powerful families go round or distort legal regulations, whereas modest citizens build their dwellings unlawfully, counting on eventual legalization. All want the stability of land tenure, and many citizens try, in fact, to act according to official policies, which ensure greater security. Ref. |
