Abstract: | There is general consensus that South Africa's economic future depends on its transformation from a mineral-dependent to a manufacturing economy. Government, the business community, the ANC and COSATU all emphasize the important role of the manufacturing sector in the future development of the country's economy. Their strategies are beginning to contain concrete proposals to restructure this sector to meet the demands of the population and become a significant earner of foreign exchange. This article assesses the current status of the manufacturing sector and reviews the proposals to restructure it made by the four major actors. Their strategies converge on a range of points, amongst others that exports be integrated within a growth strategy, and that industrial policy entails the identification of sectors in order to target those sectors for export.
