Abstract:Portuguese text. Sum. in English: The institution of the Portuguese Economic Area (Espaço Económico Português, EEP) in 1961 as a Free Trade Area between Portugal and her former ex-colonies formalized a preferential relation already in existence, giving it, however, a new shape and scope. The specific case of the insertion of Angola in that Area resulted from legislative-institutional and economic measures with direct consequences for the economic and social development of Angola. The analysis of this process, which is the aim of this article, shows that the integration process envisaged began 'too soon'. The abolition of import/export duties and quantitative restrictions had a negative impact on Angolan development, displaying a gap between intentions and real positive effect. The publication in Angola of Decree 478 in 1971 reveals the failure of earlier integration politics. It initiated an 'educational protectionism' which resulted in an acceleration of the centrifugal trend towards Portugal, giving more importance to the role of Angola's transformation industry and reinforcing importation from abroad, namely from Portugal.
