Abstract: | This paper illustrates how the economic crisis prevailing in the Sudan necessitates greater recognition of the major role played by demographic phenomena in creating the country's problems. The authors argue that the public sector cannot absolve itself from taking responsibility for planning and policymaking in the area of population and human resources development. They evaluate the current nature and scope of population and human resources planning in the Sudan and provide a description of the machinery and institutions involved in the planning process and assess their overall effectiveness. Finally, the authors suggest a framework for an effective integrated and comprehensive approach to population, human resources and development planning. They contend that what is required as a prerequisite for economic recovery in the Sudan is the establishment of a permanent high-level institution, which might take the form of a Population and Human Resources Planning Unit within the national Ministry of Finance and Economic Planning. The unit would take responsibility for programming, coordinating and facilitating relevant data collection and research activities, and for translating them into policy programme actions.
