Abstract: | As the contest over the shape of a new South African constitution gathers pace, the role and status of regional political institutions in a restructured political order has become a source of heated debate. At issue are the ways in which South Africa's existing, largely racially based, regional entities are to be abolished or recast into new institutions. This paper raises two issues, namely the powers and the boundaries of the new regions. It analyses the position of the National Party and the ANC regarding regional powers and regional boundaries, as well as the proposals of key homeland leaders. Bibliogr., notes, ref. |
